With regard to the 'MUTATE_NOT_ALLOWED' error while creating a video campaign, note that not all campaign types in the Google Ads UI are supported in the API, such as 'Video Campaigns'. Video campaigns must be created using the UI. The Google Ads API permits only reporting of video ads. Video campaign metrics are available for retrieval in the API. Also, video campaigns cannot be mutated at all from the API, including simple operations such as pausing or enabling as well as complex operations like organizing, changing criteria, or adding ad groups. I would recommend you refer to this Help Center article on 'create a video campaign' that guides you through the process of creating a video campaign via the UI. The 'OPERATION_NOT_PERMITTED_FOR_CONTEXT' error means that the operation is not allowed for the given context. The common cause for this error is using the bidding strategy with a campaign type that is not supported in the API. So, as informed above, you may use the Google Ads UI to create the video campaigns. I hope this clarifies.
