Hi Reed,

That's correct, the CampaignTargetService will return the
NetworkTargets set on a campaign.  The network element you are
referring to in a CampaignService response is inside of the stats
field, and indicates that the stats returned are across all networks
the campaign is in.  Unfortunately the StatsSelector doesn't include
an option to only return the stats for a specific network, so this
value will always be "ALL".
