I figured out the reason. The issue was that old (manually created) 
accounts had service agreements with specified limits. Therefore, when 
creating AccountBudgetProposal, a new service agreement (with a new limit 
amount) was created, which had to be signed manually. 
To solve this, we created a new account budget for each account, and 
replenishments via the API worked without manual approvals.
