Hi,

1. You can have upto 2000 keywords in a single call to
estimateKeywordList.
2. estimateKeywordList takes 20 units per keyword. See
http://code.google.com/apis/adwords/docs/ratesheet.html for details.
As for "15", my guess is that they are referring to the new
TrafficEstimatorService, which charges you 15 units per
KeywordEstimate.
3. Yes, estimateKeywordList charges you per keyword, see (2).
4. Yes, AdWords API provides a sandbox server. You only need a gmail
account to use it, and can be used to test your code before deploying
it to production. See 
http://code.google.com/apis/adwords/docs/sandbox.html#request-headers
for details.

If you are making a call to v13 sandbox, then your url endpoint is
https://sandbox.google.com, your email/password is your gmail account/
password, your client accounts are client_1+email to client_5+email,
and your developer token is email++USD.
