Hi Edwards, Users have reported delays in v13 reports recently, see https://groups.google.com/forum/#!topic/adwords-api/KTpL2sZzMmw for a discussion. Could you report your issue on that thread if it matches the description?
As for migrating from v13 to v201101, cross-client reports aren't available in v201101 yet, so I suspect you won't be able to upgrade yet. Cheers, Anash P.
