I think what is being reported here is that the report he receives is
effectively only containing column attributes. He is not getting any
<row> tags or the data that should be between them.

Also, I may be misunderstanding your post Danial, but the reporting
service does return rows that have all zeros in their stats columns in
performance reports. I am using the KeywordPerformanceReport,
ManagedPlacementPerformanceReport, and AdGroupPerformanceReport to
sync campaign structure and our system syncs campaigns/adgroups that
have no performance data with no problems.

As far as I know the only case where zero's prevent a row from being
in a report are when you include a field that has "Prevents zero-
impression rows from being returned." listed in the Report Types chart
notes column.
