Hi, Unfortunately, there's an outstanding feature request that is masking this issue.
The clientEmail header is not valid in v201109, you must use the clientCustomerId instead. Currently, the API does not validate the SOAP headers, it instead silently ignores them, causing the issue you are seeing (that it ends up running against the MCC account, which naturally has no AdGroups).
