Hi Chris. You can start implement your tools in Sandbox now, without API key.
I know 2 ways to get know more about approval progress: 1. Send message to adwordsapi-tok...@google.com about how is going approval and how long it can be. 2. Google Office Hours (every Friday you can contact with Google API Dvelopers by video) As I understand better to get any result from first and it will be not successful, you can ask developers what to do in your situation.
