Hi Mike, Yes, you need one Campaign Criterion per language you want to target (unless you are doing a "Target all languages", in which you don't need any campaign criterion).
See http://code.google.com/p/google-api-adwords-java/source/browse/trunk/examples/v201109/AddCampaignTargetingCriteria.java for an example that shows the code targeting a campaign for English, Spanish, Mobile, Tablets, California and Mexico in a single call.
