Hi Alok, BudgetOrderService is the replacement you are looking for. https://developers.google.com/adwords/api/docs/reference/v201109/BudgetOrderService. This service is available only on a whitelist basis, but if you originally had access to v13 getBudgets(), then you should have access to this service too.
