Since the 201109 sunset it is not longer possible to use the CRITERION 
request attribute in targeting idea selectors.

We need the relation between exact, phrase and broad matches to determine 
conversion rates in our integration to the Adwords API. The values are 
still available in the External Keyword Cool. I suspect this must be 
critical data for many other search campaign tools, not only our 
implementation.

When is this scheduled to reappear in the API?

We cannot rely on manual queries to the External Keyword Tool.
