I'm seeing this behavior too. I noticed I was getting a RateExceededError before the outage, but upon a retry I was getting the same error, and then an InternalApiError.UNEXPECTED_INTERNAL_API_ERROR. It started yesterday afternoon, but is now persisting through this morning. Before the issue seemed to only affect mutate requests with the RateExceededError, but now even selects with get call are down.
Hope this helps the team, or gives some validation to you guys.
