The budget updates are reflected as campaign field change via 
CustomerSyncService:

I just tested updating a budget amount without touching the campaign and 
got the following:

  {:changed_campaigns=>
  [{:campaign_id=>1***91,
    :campaign_change_status=>"FIELDS_CHANGED",
    :campaign_targeting_changed=>false}],
 :last_change_timestamp=>"20121120 083546 UTC"}
