Hi Paul, I too get similar error when I try to use an example script.
An error has occurred: SOAP-ERROR: Parsing WSDL: Couldn't load from 'https://adwords.google.com/api/adwords/cm/v201209/CampaignService?wsdl' : failed to load external entity "https://adwords.google.com/api/adwords/cm/v201209/CampaignService?wsdl"; I am using the latest client library v201209.
