I have a unique situation though. I applied for a API token back on 
8/5/2012 - Case #: [#1088654769] for MCC 871-513-8923.

Since then, I've noticed:

   1. A Pending approval status
   2. When I go to Edit > Tell us how you would like to use the Adwords 
   API, and save, it's blank (as if it doesn't save).

On 1/9/2013 I responded to that old email with the heading: [#1088654769] 
ACTION REQUIRED: Your AdWords API Developer Token.

Dave Torres states in the sticky: 

We will typically contact you regarding your application within a week of 
> applying


 Based on the stories from forum users in older posts, they were continuing 
to wait for months without a response.

*Questions I have*

   1. Will the "Tell us how you would like to use the Adwords API" being 
   blank because it does not appear to save correctly create API approval 
   issues for me?
   2. Since my status has been "Pending Approval" for a long time, should I 
   re-submit a new case by sending an email to adwordsapi-tok...@google.com
    ?
   3. Is my ticket number #1088654769 even still valid?
   4. How many days with the current queue should I wait before considering 
   sending follow-up emails to check on the status?
   5. Is there some kind of "Customer Support" equivalent specific to API 
   that someone can contact?
