In the document, it says :(which is very confusing)
 
SEARCH_VOLUME
Represents either the (approximate) number of searches for the given 
keyword idea on google.com or google.com and partners, depending on the 
user's targeting. TARGETED_MONTHLY_SEARCHESRepresents the (approximated) 
number of searches on this keyword idea (as available for the past twelve 
months), targeted to the specified geographies.
 
My call get the following response (pasted below)
*Could some one please tell me why there is no value in 
TARGETED_MONTHLY_SEARCHES,  but SEARCH_VOLUME is 408?*
