I believe I'm seeing the same issue. I previously 
used MANAGED_PLACEMENTS_PERFORMANCE_REPORT with v201209, but once I 
swtiched to PLACEMENT_PERFORMANCE_REPORT in v201302, I get an empty report 
back.
