Hello John, Please use CampaignCriterionService<https://developers.google.com/adwords/api/docs/reference/v201302/CampaignCriterionService> to update device bid adjustments. You can find a code example<https://code.google.com/p/google-api-ads-java/source/browse/examples/adwords_axis/src/main/java/adwords/axis/v201302/campaignmanagement/SetBidModifier.java> updating the modifier.
