Just to update the thread, Takeshi let me know that the new PLACEMENT_PERFORMANCE_REPORT is working as designed since it isn't supposed to return zeroImpressions rows. v201209 MANAGED_PLACEMENTS_PERFORMANCE_REPORT for some reason DID return zeroImpressions rows hence the difference between the 2 requests above.
