Same issue here.

AdGroup: 3002521520
CriterionId: 21622250
I can get this Criterion via a get operation on the AdGroupCriterionService
but I receive an " ApiError: EntityNotFound.INVALID_ID /
CriterionId{id=21622250}" when I try a mutate operation :-(
