I'm going to answer my own question because I just stumbled upon the CustomerSyncService<https://developers.google.com/adwords/api/docs/reference/v201306/CustomerSyncService> that seems to have been made for just the sort of thing I'm trying to do. I guess the idea here is to start with a complete account fleshed out in local data as of a certain DateTime and then poll for changes as of the last time you polled for changes. I'm going to work this into my account syncing workflow and see how it goes.
