Hi Eugene, Could you reach out to your Google Account manager (or call directly on the help line at https://support.google.com/adwords/answer/1385067?hl=en)? This issue is not related to AdWords API, and you may need to share additional account details to debug this issue further. Forum is not the right place to share such information, a phone line may a more appropriate for such purposes.
