Hi, It sounds like you have everything set up properly but are attempting to execute API calls against a *non-test* customer ID using the pending dev token from your *non-test *MCC. As mentioned in one of the posts you referenced <https://groups.google.com/forum/#!topic/adwords-api/-K7DuDOAVEM>, while your dev token is pending you can only issue API calls against *test* customer accounts (the child accounts of your test MCC). I'll see if we can make this clearer in the test account documentation.
