Hi Kenny, It sounds like Structure Reports<https://developers.google.com/adwords/api/docs/guides/structure-reports>would provide exactly what you need. Could you provide details of where you are seeing a limit of only 10,000 rows for AWQL? Per a previous post<https://groups.google.com/forum/?fromgroups=#!topic/adwords-api/VOln-VPpwW0>, I wouldn't expect such a limit to exist. If you have a report example that's giving you trouble please send it along. You can also send the customer ID directly to me by clicking "Reply to Author" if you'd like me to run the report on my side.
