You can use any account to create client ID and client secret. This is normally the account you use for development, can be someone else's account (like 3rd party developer etc). The access is only defined by the account you've logged in on the consent screen. You can use the same application client ID and secret to access as many accounts as you want. -Danial, AdWords API Team.
