I forgot to mention we're using the keyword performance report to get 
structural data *only*.  There is no performance data and hence no zero 
impression issues.  

The number of keywords returned in such a structural report should always 
be the same, irrespective of the date range used when requesting the report.

However, for only those specific campaigns, the report for ALL_TIME date 
range gives different results.

Any ideas?
