Hi Mike, It's a bit different from the SOAP way. If there isn't any reason you can't use the PHP library<https://github.com/googleads/googleads-php-lib>, I strongly recommend using it. It has the example<https://github.com/googleads/googleads-php-lib/blob/master/examples/AdWords/v201309/Reporting/DownloadCriteriaReport.php>to download a report.
"Authorization: Bearer OAUTH2_ACCESS_TOKEN" is the HTTP header you need to include if you make a report download request on your own.
