Lalit, You might be able to use the Traffic Idea Service to get keyword ideas on existing campaigns / ad groups.
https://developers.google.com/adwords/api/docs/reference/v201402/TargetingIdeaService.Type_AttributeMapEntry can return estimated search volumes.
