Edmund, Please send me the request/response log in private. But most likely, it is caused by one of the four issues listed in the error guide<https://developers.google.com/adwords/api/docs/common-errors#QuotaCheckError>. I've investigated many of these issues and it's very important to check, in detail, for every step.
