Hi, Are you specifying the new account's customer ID in the clientCustomerId <https://developers.google.com/adwords/api/docs/guides/soap#clientCustomerId> header when submitting the request?
Also, are you absolutely sure that the OAuth credentials you are using for your request were generated while logged in as a user with access to the MCC account?
