I recommend applying for standard access by filling out this standard access account form <https://services.google.com/fb/forms/standardaccess/>. The rate sheet and non-compliance fees guide <https://developers.google.com/adwords/api/docs/ratesheet> has more information on how a standard access account will allow for more requests per day.
