Hi Dhwani, If you want to get only past statistics for keywords using Keyword planner <https://adwords.google.com/KeywordPlanner>, you don't need to create your own Ad in the AdWords. You can use the TargetingIdeaService <https://developers.google.com/adwords/api/docs/guides/targeting-idea-service> to get the past keyword statistics.
