In v201502 it was possible to set MaxCpc for shopping product partions. In v201506 we get BiddingErrors.INVALID_BID. I found nothing relevant in https://developers.google.com/adwords/api/docs/guides/migration/v201506 or https://developers.google.com/adwords/api/docs/reference/ .
