Hi,

The developer token you're using has no impact on which accounts your API 
requests can access or modify. That is determined entirely by the OAuth 
credentials you send in your request.

Did you generate your OAuth refresh token while logged in as a user with 
access to the AdWords account being accessed in your API request?
