Hi Andre, The operation limits are not bound by timezone. Instead, it is 24 hours after you exhaust the quota of 10k operations.
We don't have any way to query the remaining quota, but you should be able to track it on your end. You can use the Rate Sheet <https://developers.google.com/adwords/api/docs/ratesheet?hl=en> to determine the cost of each operation. Please note that if you are using only Campaign Management Services (i.e. *not *TargetingIdeaService or TrafficEstimationService), then you can get the operation count in the operations field of the SOAP response header. This is just another way to keep track of costs.
