If you DID fill out this form then I can check in with the compliance team. Your developer token is in pending approval status. To make production AdWords API call, you need an approved developer token. However, you could make the API call to your test AdWords account with developer token with pending approval status. Please verify you followed the steps <https://developers.google.com/adwords/api/docs/guides/authentication#create_a_client_identifier_and_client_secret> given in OAuth2.0 guide while creating the client id, client secret, and refresh token.
