Hello, The REMOVE operator is not supported for the mutate <https://developers.google.com/adwords/api/docs/reference/v201509/AdwordsUserListService#mutate> operation for the AdWordsUserListService. You could set the UserList status <https://developers.google.com/adwords/api/docs/reference/v201509/AdwordsUserListService.UserList#status> to CLOSED using SET operator then user list will not be used for targeting. Please check AdWordsUserListService <https://developers.google.com/adwords/api/docs/reference/v201509/AdwordsUserListService> for more details.
