Hi, I am not sure if and when this feature will be supported. You will not be able to automatically be stopped in response to the video playback number using the AdWords reports.
Please check our blog <http://googleadsdeveloper.blogspot.com/search/label/adwords_api> regarding any announcements to whether video campaigns will be supported by the CampaignService.
