You should be able to use the SEARCH_QUERY_PERFORMANCE_REPORT <https://developers.google.com/adwords/api/docs/appendix/reports/search-query-performance-report> to retrieve the user queries that actually triggered ads. However, you cannot bid against those queries. You can only add them as negatives to your AdGroups.
