As you mentioned above if campaign is included in the selector, the 
CustomerChangeData.changedCampaigns 
<https://developers.google.com/adwords/api/docs/reference/v201509/CustomerSyncService.CustomerChangeData#changedCampaigns>
 will 
contain the list of campaigns, even if some of the campaigns didn't 
changed. You need to iterate over list of campaigns and filter out the 
campaigns based on the campaignChangeStatus 
<https://developers.google.com/adwords/api/docs/reference/v201509/CustomerSyncService.CampaignChangeData#campaignChangeStatus>
.
