Hello, The AccountDescriptiveName should be the account name, not the client customer Id. So in your case, it should be 2163923724. If you are running the report from the manager level, you can set the client account Id as shown in this line <https://github.com/googleads/googleads-php-lib/blob/master/examples/AdWords/v201605/Reporting/DownloadCriteriaReport.php#L40> .
Please note that with our PHP client library, they should be run from the command line.
