Hi James, The USER_PERMISSION_DENIED <https://developers.google.com/adwords/api/docs/common-errors#AuthorizationError.USER_PERMISSION_DENIED> error occurs when there is no link between the manager account authorized in the request and the client account specified in the request headers.
Could you provide the CustomerId for which you are getting the USER_PERMISSION_DENIED error along with the email account used to generate authorization credentials used in authorizing the request?
