This question could be better addressed by the AdWords Community Forum <https://www.en.advertisercommunity.com/t5/Google-AdWords/ct-p/Google_AdWords> as the behavior of Dynamic Search Ads is something that is related to the AdWords product in general and is not specific to AdWords API.
