Could you please double check this guide <https://developers.google.com/adwords/api/docs/guides/authentication#2_create_a_client_id_and_client_secret> and follow the steps carefully once again? After this, based on the client library you are going to use, please perform the steps <https://developers.google.com/adwords/api/docs/guides/authentication#3_configure_and_use_a_client_library> to generate refresh token.
