In order to get a developer token, all you need is a manager account to apply for one. You can find the process on how to get started here <https://developers.google.com/adwords/api/docs/guides/signup>. You can test the API functionalities by using a test account <https://developers.google.com/adwords/api/docs/guides/accounts-overview#test_accounts>. However, test accounts don't have actual data in it. If you want to test the API using real stats, you can do so by setting validateOnly <https://developers.google.com/adwords/api/docs/guides/accounts-overview#testing_with_production_data> in your header to true.
