Hi Zohaib, *AdWords API Center* menu option is available in your AdWords manager account <https://developers.google.com/adwords/api/docs/guides/signup#step_1_choose_or_create_an_adwords_manager_account> and not your AdWords client account. Once you create an AdWords manager account, you can navigate to your account settings by clicking on the gear icon and you should see the AdWords API Center option in the menu bar towards the left side of the page.
