Hi, You could get the targeting type implemented as the Carrier criteria mobile carriers <https://developers.google.com/adwords/api/docs/appendix/targetingtypes#mobile_and_tablet_carriers_and_wifi> using the ConstantDataService <https://developers.google.com/adwords/api/docs/reference/v201609/ConstantDataService#getCarrierCriterion>. The specific UserList could be created with this criteria and then using the Criteria Performance report you should be able to retrieve the conversion stats.
