Hi Camila, Yes, the same user should be able to manage the three MCC's via the API. You could use the developer token from any one of the MCC's to make calls against all your accounts.
For your last question, the API contact email will be used to send any communication regarding the AdWords account, processing the API application, service disruptions etc. Please check this <https://developers.google.com/adwords/api/docs/guides/signup> documentation for more details. Whereas for the developer to access the account, that Id will need to be a user on the specific account. In this case all the three accounts should have this developer email id as a user. Please check this <https://support.google.com/adwords/answer/6372672?hl=en> guide for instructions on granting access to the AdWords account.
