Hi Peter, Removed items do not count towards your account limits <https://support.google.com/adwords/answer/6372658>. An account can have up to 5 million ad group targeting items (such as keywords, placements, and audience lists) and up to 1 million campaign targeting items per account (such as geo target and campaign-level negative keywords). Could you provide more details about the exact error you encounter? If you happen to have the SOAP request and response logs for these failing requests, it'll be helpful in troubleshooting the issue as well. Please use *Reply privately to author* when responding.
