Hi Jon, Rate limit errors means that you are making API requests too quickly. To avoid hitting these errors, you will need to slow down <https://developers.google.com/adwords/api/docs/guides/rate-limits#slow_down> and take control of your application. That said, please note that rate limit errors will occur irrespective of your quota usage or access level (basic/standard). This is not a failure due to you exceeding your allowed quota. If you think that your application is not making too many requests in a short duration, could you please share the complete SOAP logs along with your customer id so that I can take a closer look?
Unfortunately, requests/quota of your AdWords API usage cannot be viewed from the Google developers console.
